拜登国情咨文里的“union”

当地时间3月7日晚，美国总统乔·拜登公布2024年度国情咨文（State of the Union）演说。整个演讲中，“union”一词共显现九次，却有两种判然不同的指代。

拜登一上去就引用前总统富兰克林·罗斯福1941年国情咨文中的话，“I address you at a moment unprecedented in the history of the Union”（我演讲之时，国度正处在有史以来前所未见的时候）。此处的“Union”，正如State of the Union中，指的就是“美国”。

早在19世纪60年代美国南北战争（Civil War）时期，“北边”就称作the Union，而“南方”则称作the Confederacy。终极北边取得战争成功，the Union代表全美的说法也就相沿至今。

美国国情咨文在英文中正式定名State of the Union，恰好与罗斯福有关。只管美国宪法例定，总统职责包含“shall from time to time give to the Congress Information of the State of the Union”（应不时向国会报告联邦国情），但在1790年至1946年，国情咨文的官方英文名为Annual Message。罗斯福在任时期，开头称为State of the Union Address（国情咨文演说）。自1947年杜鲁门当局起，State of the Union便成为官方安稳用法。

拜登的2024年度国情咨文演讲中另有到处“union”，则是更稀有的“行会、工会”之意。拜登上任以来，屡屡被称作“最亲工会的”（most pro-union）总统，时值竞选蝉联之际多次提到工会，完全在意料之中。

内幕上，“union”另一稀有涵义是“互助”。英文短语也有“互助就是力气”（In union there is strength）。挖苦的是，在名为“State of the Union”的国情咨文中，“union”（互助）却难觅踪迹。共和党籍参议员埃里克·施米特乃至炮轰，这是“美国汗青上最与实际摆脱的总统公布的最具崩溃颜色的国情咨文”（the most divisive State of the Union from the most out of touch president in American history）。而美国《政治报》更是批评说：“他的演讲并非息争之举（an act of reconciliation），也偶然加强政治互助（to forge political unity）。这只是拜登打响的第一枪（opening salvo），掀开了看上去注定是他和特朗普之间漫长得史上稀有、昏暗得前所未见的再次对决（a historically long and unprecedentedly ugly rematch between him and Trump）。”
